Dear God, that's frightening. You're absolutely right. Fandoms and fan artists are screwed, because with an automated system like this, it's going to pick up everything, from gross violations of copyright all the way down to someone's innocent "hey ma, look what I can draw" fan art, and I doubt the people pulling the strings are going to have the time or inclination to make judgment calls.
That also assumes they want to pursue those items as copyright violations, which is unlikely, because it's costly and time-consuming and it's hard to prove that it damages their property. I mean, putting an entire episode of "Heroes" on youtube two hours after it airs is a pretty clear violation. A montage of great moments from "Naruto" set to the latest Cheetah Girls single? Not so much.
Anyway, if they were worried about these things, they'd be prosecuting already. It's not like they're hard to find with the search software that exists.
