Actually, I think some people shouldn't vote in some elections. If they have no idea what the different candidates stand for and what their qualifications are, and have no idea what the propositions are about, then they should probably just stay home. Filling in dots on a ballot at random serves no purpose. I had an old neighbor who said that she would always vote for whatever candidate had the most foreign-sounding name (less likely to be *gasp* black) and would just vote "No" on all the propositions, but was very proud that she hadn't missed an election in decades.
It's almost impossible to remove bad judges in particular, because hardly anyone knows any information at all about the judicial candidates or any of the candidates for minor offices, so will just auto-vote for the incumbent, canceling out the votes of the minority who have done any reading or research to make an informed choice. Sometimes, even when I'm searching the web, I still can't find info on the candidates in "minor" races. If I have no idea who these people are, I'll just leave it blank and skip to the next question. Going "eenie meenie miney moe" helps nothing. Making voting mandatory would just make it worse.
