Is this going to be another failed LJ clone where some BNFs bugger off and then come back realising no one is paying attention to them? Or will it be a worthy fan alternative to LiveJournal?

I don't even know what it is, only that people have been going on about for the past few days.

Unless it can make me a cup of tea in addition to letting me post my ramblings to the world I'm happy to stick with LJ.

Sounds like upgrades and changes they wanted to make to LJ but were to lazy to implement.

My theory us that they will eventually try to imprint these changes onto LJ or move LJ users to DW.

Uh, Dreamwidth is developed and run by a completely different set of people than LiveJournal. So no, they won't be rolling the changes in here.

Dreamwidth's code is open source, so Livejournal is, actually, free to incorporate any Dreamwidth code they like into LJ.

However, from a technical standpoint, that would be very different. Dreamwidth runs on more modern software than LJ and it has reorganized the code to be much more human readable. LJ's code is very, er, crufty. It has layers.
