As others have said, Willow indubitably. And if Spike and Angel have been an item, as Joss suggests, then Darla and Dru have to be a strong possibility.
Andrew is pretty obviously gay and closeted. Going out with two friends doesn't change that (in fact it only makes it less likely than it would be if he was going out with one woman).
I agree that Andrew is predominantly gay, but I think there's enough evidence that he lacks self-awareness sexually and at least tries to engage with females to suggest a closet bisexuality there. (His reaction to Warren's powers in Dead Things, for example.)
Buffy is definitely not bisexual. Season 8 made that clear. The reason why she didn't continue her relationship with Satsu was because she wasn't really into girls, Willow said it to Satsu and we get a confirmation in #40 where Buffy is happy to be out of 'girlville' and able to look at cute guys again. It's most likely that she wouldn't have experimented at all if she hadn't been surrounded by women almost exclusively for about a year (during which she continually fantasized about men only). And she hasn't shown any desire to either continue sleeping with Satsu or try out sex with women again.
A similar thing can be said about Spike and Angel. A little experimentation doesn't make one bisexual any more than having had heterosexual experiences in the past means that a gay person is not gay.
I don't think there's been any really bisexual characters on Buffy/Angel, since even Willow identifies as gay, even though she seemed bi during season 4. Or if there are, we don't know it yet.
I don't know about Firefly or Dollhouse since I haven't seen them yet.
That's reaching. Willow was coming on to her. That's awkward if you're not taken by surprise and not interested. I never got the sense from that that Fred was interested in Willow.
I'm going to have to agree with electrcspacegrl. Awkward signals do not a bisexual make. If that were so, you'd have nearly every Whedonverse character on your list.
