There's always been a separatist movement for the Basque region in Spain. There's a political party that campaigns for independence and also a terrorist group which as carried out murders and bombings before (but never before on this scale).
From the reports I heard, they found additional bombs on the trains that were intended for the rescue workers whom they knew would be on the scene. Sick.
