In not winning the hearts and minds of the Iraqi people, placing inexperienced American soldiers and private companies together is probably not the best way to run an Iraqi prisons. Will it make the neo-cons think differently? Probably not.

... you can be part of the EU, but not use their money (the euro)? Or rather, how come Ireland uses the euro, but the England does not? Did I even ask that question correctly???

Because the UK government at the time used its opt out clause and decided not to go into the Euro for policital and economic reasons. There's no huge enthusiasism for the Euro in this country.
